Tournament Official requirement for 2nd dan and higher.
The requirement to officiate at tournaments has been extended to require the applicant to officiate for the full duration of the tournament (previously half).
Note: An official can include such duties as a ring
marshall, but not seconding.
Senior dan gradings
Senior dan gradings will no longer be held at IICs. We plan to hold a senior dan grading each year, by invitation of a region.
Testing for 1st dan
1. Time and age limit (Page 5)
An average of two 1½ hour training sessions per week for 6 months since being promoted to 1st gup. A shorter time period may be considered, taking into account the candidate's individual circumstances and training record.
(The waiting time from 1st gup to 1st dan is 6 months, but some flexibility is allowed, taking into account the candidate’s individual circumstances and training record. )

7. Destruction: Power Test (Page 6)
a. Hand - downward punch or downward knifehand
strike
Men: 6 tiles. Women: 3 tiles. Juniors: front elbow strike - 2 boards.
(This change gives the option for both men and women to use knifehand
instead of a forefist. Number of tiles remains the same.)

One Step Sparring (all levels)
The attacker or the examiner determines the techniques
that the attacker performs. Must demonstrate right and left sides equally.
A pre-arranged partner is allowed.
Destructions
Testing for 1st dan: Overhead kick - 1 board Top
of the board held at chest height standing.
Self Defence
Testing for 2nd dan: On the ground.
Non pre-arranged self defence techniques against an attacker or attackers
while on the ground. Approximately 1½ minutes in duration. Minimum
of 10 techniques in total. A pre-arranged partner is allowed.
Testing for 3rd dan: Against weapon attack
Non pre-arranged defence against a stick attack. Minimum
of 10 techniques in total. A pre-arranged partner is allowed. Approximately
1½ minutes in duration.
Testing for 4th dan: Multiple Attackers Throwing
and falling techniques
Non pre-arranged defence against multiple opponents.
Approximately 1½ minutes in duration.
Pre-arranged partners are allowed.
Qualifications
Testing for all levels above 1st dan: Must have umpired officiated at
[?] tournaments since last promotion.
The requirement to umpire at tournaments has been extended to include
"Officiated". This means being an official, such as a ring
marshall (not seconding) will satisfy this requirement.
Testing for 4th dan and higher: Must hold an ITFNZ Instructors' Certificate
and be a current ITFNZ
Instructor or Assistant Instructor.
Appendix A
Re-wording as follows:
Special dispensation policy
The examiners at any grading will take necessary cognisance of any age
requirements,
medical condition or physical disabilities that a member has. This is
to be advised to the
Technical Committee prior to the actual grading. In the instance of a
medical condition or
physical disability a medical certificate or report from an approved
specialist would be
expected to accompany the member’s application for grading. The
director of the ITFNZ
technical committee will assess each individual case based on circumstances
and supporting
information. The final decision of the ITFNZ technical committee director
will be given to the
sitting examiners. The sitting examiners will apply the decision as favourably
as possible,
conducting alternative variations to tests to compensate for age requirements,
the medical
condition, or physical disability.
Age requirements
For those under 18 years of age, hand destructions are not permitted,
with the exception
of the front elbow strike or in some cases, at the discretion of the
instructor and sitting
examiners.
For those over 40 years of age, or with medical / physical
reasons jumping is optional for
destructions. The examiners may consider making adjustments to the breaking
requirements,
and in some cases accept substitute breaking techniques. In the case
of a substitute
techniques, these must be submitted with the grading application for
approval by the sitting
examiners.

Note: Gold points have been removed.
Examples of Contribution Credits
Assisting with instructing or other regular duties at club - 1 point
Community service - 1 point
Writing an article for Taekwon-Do Talk Magazine - 1 point
Umpiring or officiating at a tournament - 1 point
Instructing at a camp or seminar - 1 point
Being an official Assistant Instructor (must hold
an Instructors Certificate) - 3 points
Gold Points
Each Gold point entitles you to a $10 rebate from the grading fee.
10 Contribution Credit Points - 1 gold point
Organising a Regional Camp or Tournament - 5 points
Organising a National Tournament, Camp or Seminar - 10
points
Being a member of the ITFNZ Management or Committee - 10
points
Being a member of the ITFNZ Board or Director of other ITFNZ Committee
- 1 gold point 10 points per year (since last grading)
Being an Instructor - 1 gold point 10 points per year per club (since
last grading)
It is the responsibility the applicant to ask their Instructor or
Regional Director to
allocate the correct number of credit and gold points on the form. Only
accurately
recorded events should be awarded, including full dates of each item.
The Instructor may
also wish to offer clarification or further explanation, as sometimes
a student's
contribution may be significantly more than indicated by points above.
Note:
Marshalling at a grading is considered a basic duty of a black belt and
does not earn a credit
point towards gradings.
Appendix C
Pass incomplete
If the score is within 5 points of a pass the Examiners may can award
a “pass incomplete”. This is for
cases where the candidate failed a particular area which can be re-tested. The
Examiners would identify
the main areas that let the applicant down and only those areas would
have to be
re-tested, to be done at a gup or black belt grading. The applicant's
Instructor must inform the Technical
Director of the student's intention to re-test at least two weeks prior
to the grading. Only one
re-testing is allowed, after which the applicant must re-sit the entire
black belt grading.

Appendix F - Application to grade
Applications for black belt gradings must be received at least one month
prior to the grading. Late or incomplete applications will not be accepted.
All
applications must be complete on-line, via the ITFNZ website:
www.itfnz.org.nz/ref
- To log-in to the system you will need your
name (spelt exactly as you have been registered)
and ITFNZ membership number. This is on your membership card, or available
from your
instructor.
- You will be able to save your on-line application part way
through and return to it later
should you need other information to complete the process.
- You will need
to attach a passport photo taken in dobok plus any other documentation
such as medical certificate or essay.
- You will be required to list your
credits, which will automatically be emailed to your
instructor or regional Director for verification, at which time an
Instructors report will also
be requested.
- Payments should be made on-line also. If this is not possible
please post a cheque (payable
to ITFNZ) to: ITFNZ Technical Director, P.O.Box 75-549, Manurewa, Auckland
2243.
